چکیده
Post-authoritarian Indonesia has shown some sub-national political leaders fell from power before their first term while others have survived through it. I argue that the durability of these leaders is influenced by two factors: strategy of extraction and populist policy. Sub-national leaders need to extract in order to collect resources and in turn finance political strategies to maintain their power. They can go even further by delivering the resources to the population in the form of populist policies. A case investigated in this paper, however, describes that without delivering welfare to the society, a sub-national leader can still be durable, particularly by performing illicit behaviors such as corruption. Moreover, the different political strategies employed by the leaders have resulted in three institutional outcomes: durable-populist office, durableexploitative office and non-durable office.

Yet rebel insurgents fight for and sometimes win formal concessions or outright victory. Why fight the state if, like cartels, you seek neither to topple nor secede from it? More puzzling, recent militarized state crackdowns...
